    I'm not actually sure if there's a policy on this, but there's no
    encoding specification in doc-base files so it seems to me that they
    clearly ought to be encoded in UTF-8 rather than ISO-8859-1. The
    non-UTF-8 character in the Author: field causes problems for a doc-base modification we have that imports doc-base files into scrollkeeper.

    Could you recode debian/m4-doc to UTF-8, please?
