I just hand-downloaded php4-pear.deb and installed it, and it worked
fine without php4-cgi. This package is broken, could you please remove
php4-cgi from the deps ASAP?

Try running the command "pear". In any case, this will be more or less
fixed by the splitting of php4-cgi into php4-cgi and php4-cli, and pear
will only depend on the latter.
