When upgrading from a version with an incompatible BDB database format,
the maintainer scripts dump and reload the database. In doing so, the
old DB_CONFIG file is not added to the new database directory. I think
severity 'important' is correct since woody's version didn't support
BDB. However, since this is trivial to fix, we should ship a fixed
package as quite a few people seem to be using backport packages
already.
