    The font Screengem (/usr/share/fonts/truetype/larabie-deco/screenge.ttf)
    is broken in regard to characters with diacritical marks (umlauts, acute
    and grave accents, etc.)

    I would be capable of fixing these problems (using a program like
    pfaedit, for example), however upon reading the license, I am
    under the belief that I would not be allowed to distribute the font
    so modified by me.

    So, I guess this problem must be fixed upstream.

    If it is "broken" meaning these characters are missing, then you are allowed to add these characters if i remember the licence correctly.
    If these characters do exist but are bad-looking or other "broken" in other ways this might indeed not be allowed. You could try to contact the author of the font.
