    Package: rrdtool
    Version: 1.0.48-2
    Severity: normal

It seems the the build-dependency on the separately packaged cgilib is
ignored and the locally provided one used instead: configure doesn't
attempt to locate cgilib on the system, and debian/rules seems to make
no attempt to override the default one either. In addition, recent notes
in the changelog of the separately packaged cgilib seems to indicate
that small changes are needed to use the newest versions (which is not mentioned done in the changelog of rrdtool).

cgilib 0.4 is included locally. 5(!) years ago it was upgraded upstream
    to 0.5.
