gs should be listed as dependency of imagemagick, as it requires it to convert on some conversions.

convert is perfectly useful even without gs; only some image formats
require it. Having gs installed isn't required therefore, but it's
suggested. And indeed, if you apt-cache show imagemagick, gs is listed
with 'Suggests'. (Package managers like aptitude or dselect can be
configured to honour Suggests.)
