Well, I meant to include a reasoning in the control message to the
bts... the reason for changing the severity to minor is, that psi now
seems to handle gpg errors. In a short test, a broken keyring didn't
crash psi any more.

Instead, psi silently disabled gpg support. This is still a (minor) bug,
so I don't close the report completely.
