vconvert doesn't work because vpopmail is configured for CDB only. This
has the effect of turning USE_MYSQL off, which means lots of the
interesting parts of vconvert are not being used. Also, the incomplete
plugin implmentation further inhibits vconverts ability to do useful
things.
