    The messages in NEWS.Debian.gz seem inappropriate. This file is
    supposed to be for messages that all people upgrading need to see; announcements of new features, etc. are not that important, and should
    go in the changelog.

    (A particularly good sign this is not relevant is the line "This time, fortunately, there isn't much exciting.")
