    Followup-For: Bug #265839

    adjtimex should not compare system clock to RTC. It should rather
    look at NTP (/etc/default/ntp-servers). Moreover, as 'ntpd'
    adjusts frequency by itself, it should save it to
    /etc/default/adjtimex on its shutdown.
