Yeah, note my followup to the bug where I corrected my typo - he_IL.ISO-8859-8 will work fine. I'm also not really sure what you meant
by adding an alias to the glibc-style spelling of the character set,
    since it's already there:

    /usr/share/i18n/SUPPORTED:he_IL ISO-8859-8

That's not an alias, that just defines which character set is used by
    "he_IL" for glibc.

The alias I was referring to was for X11. It needs to be told that "he_IL.ISO-8859-8" means "he_IL". Hence my reference (snipped) to /usr/X11R6/lib/X11/locale/locale.alias.

    I think you actually want LC_ALL=he_IL.ISO-8859 (I think LC_ALL=he_IL
will accomplish the same thing too, but don't quote me on that) if you really don't want UTF-8. Note the capital ISO.

    Ari,

Thanks for your assistance with this bug; please see my follow-up to the sumbitter.

Your first suggestion was wrong -- I don't know of a single case where just "ISO-8859" is accepted -- but your parenthetical was fine.

You can consult the X11 files:

    /usr/X11R6/lib/X11/locale/locale.dir
    /usr/X11R6/lib/X11/locale/locale.alias

    and the glibc files:

    /usr/share/i18n/SUPPORTED
    /etc/locale.alias

...to determine what locale names are supported by these systems.

A recent big SVN commit (r1731) adds a tremendous amount of parity between
    X11 and glibc on Debian.
