Perhaps this bug can be closed? I don't think it is a valid request
anymore since psgml 1.2.1-9 dropped support for xemacsen.

xemacs21-basesupport cannot provide psgml because the psgml included
in it cannot be used by emacs. Then, the psgml package is only for
eamcs, it does not install itself for XEmacs. So, anyone who uses the
psgml package needs emacs.

$ dpkg -p psgml
.....
Version: 1.3.1-9
.....
Psgml is a standard package for XEmacs, and thus this package does not
install itself for XEmacsen.

and from the changelog for psgml:

psgml (1.2.1-9) frozen unstable; urgency=low

* Change the location of the XML decl from the bogus
/usr/lib/declaration/xml.dcl to the correct
/usr/lib/sgml/declaration/xml.dcl. closes: Bug#63892
* Remove support for XEmacs21, since that package comes with XEmacs
customized version of psgml. closes: Bug#63776
