This bug cannot be reproduced in xemacs21-basesupport
2002.03.29-1. Just start 'xemacs -q' and try M-x vm (beware it reading
your email though.......)

While the problem cannot be reproduced it can be verified it is
fixed. The function vm (vm-startup.el) calls vm-session-initialization
(also in vm-startup.el) as it's first step. The first action here is
(require 'vm) and vm.el then does (require 'vm-version).

Also, see #101942 for some more convincing: it is possible that vm was incorrectly compiled when this bug was reported.

Sorry I can't verify with the latest xemacs21-basesupport, it can't be
used on testing just yet, and I don't run unstable.
