This is clearly non-free, violating DFSG3. The file "floatflt.ins" is
not included in the binary package or the source package; the version at >>http://www.tug.org/tex-archive/macros/latex/contrib/floatflt/floatflt.ins >>gives the following license (also found on the author's website):
floatflt has been removed from that latest Debian packages.
* Removed floatflt which was non-free. [kohda] (Closed: #263549)
Closing.
This affects the following files at a minimum:
tetex-doc: /usr/share/doc/texmf/latex/floatflt/floatexm.dvi.gz
tetex-doc: /usr/share/doc/texmf/latex/floatflt
tex4ht: /usr/share/texmf/tex/generic/tex4ht/floatflt.4ht
Is there a bug filed against tex4ht?

After removal, the author should be contacted and asked if he would be willing to consider relicensing the files under the current version of
the LPPL. The CTAN entry for floatflt claims it is under the LPPL, but
I found nothing that actually places it under that license.

Don't you think it _might_ be a good idea to ask the author first if
the current license is just a mistake, and only failing a positive
answer to start considering to remove the package?

No. It is in tetex-src.

Yes, this is not DFSG either. I'll contact the author about this.
However, it won't help us in the actual situation. I guess we have to generate another new orig.tar.gz....

Yes, we're on the way to write a proper copyright file. #218105 and
#258972, but I'm afraid that won't be finished before sarge.
The source is delivered separately in tetex-src.

I'll contact the author.

Not in this case, for two reasons:
* The copyright page on the author's website at <http://www.homenet.se/matsd/latex/copyright.htm> makes it very clear
that he intends exactly this license for all of his various LaTeX
packages, so I do not believe it was a mistake.
* The package needs to be updated soon, to avoid missing the hopefully imminent release of Sarge.
The file can always be added back if the author agrees to a license change.
