From 0.99.15-1 changelog, I read:

* Removed 00site.sl and 99defaults.sl to be replaced by single 00debian.sl,
which will be used for most debian-specific changes

but those two files have never been removed from my system by any subsequent version of the jed package (thought I have never had any problems due to
this, apart from some config file loaded twice, by the old and the new
file).
