    I think "resolvconf restarts nscd" does not provide the appropriate
    reason which makes nscd suggesting resolvconf.

    Resolvconf doesn't just restart nscd. Resolvconf restarts nscd
    when nscd _needs_ to be restarted because /etc/resolv.conf has
    changed. A number of wishes were filed against nscd asking, in
    effect, for this feature (#48976, #60771, #69256, #206459, #252251).

    It's your call, of course.
