FYI, you've set your thumbnail directory to /tmp. If you don't want it to be in /tmp/normal, set it to something else, like /tmp/gimp.

Odd, I removed my entire ~/.gimp* and it didn't change.
$ grep normal /etc/gimp/2.0/gimprc
# (thumbnail-size normal)...
all commented.
# dpkg-reconfigure gimp
# dpkg-reconfigure gimp-data
doesn't ask me anything.
So just how did I set my thumbnail directory to /tmp?
Preferences->Folders refer to my home directory.
