    Not just joystick devices. I just tried running a program which uses libsdl
    on a console: it wanted mouse access, it fell over because it couldn't open
    any mouse device. 'chmod 644 /dev/input/m*' (matches mice and mouse0) fixed
    it.

    I suggest that the following be added to udev.permissions before the existing "input/*" line:

    input/mice:root:root:0666
    input/mouse*:root:root:0644

    Reason for 0666: /dev/input/mice is a virtual mouse which can be reconfigured by a client program without affecting other client programs. If the same is true of /dev/input/mouse*, then those too should use 0666 rather than 0644.
