    As of 0.18.1, pciaccess.pc has this line
    Requires.private: zlib

    libpciaccess-dev therefore needs Depends: zlib1g-dev

    This missing dependency is causing packages that build with
    libpciaccess's pkgconfig file to fail to build from source.
