    I've tried a new user and it is indeed gone. I've purged the configurations of orca (~/.local/share/orca) and firefox (~/.mozilla). For the "old" user, the problem persists.
    What other components are involved that might have stale state/configuration?

    Perhaps some MATE desktop keyboard shortcut management?
