It's much more practical to scramble a version in and see if you can get it release quality (and remove it if you can't) than to add it after the soft freeze starts. We don't want to handle all new packages, that would just be too much work. We have to draw the line somewhere. Having exceptions for cases that can explain why they have to be in trixie, are ok of course, but it needs to be more than "it would be nice".
