It could look so indeed, but hex2bdf, unifont.hex, and reduce-font
don't come from it. Looking at all.utf, it seems it's the choose-mirror
package which has a typo:

It's upgrading perl from bullseye to sid that breaks it. I've had issues
with utf-8 encoding in console-setup indeed, that probably affects
po-debconf too.
