It's a Windows thing, and if google doesn't come up with anything, you
are unlikely to find anyone on a RISC OS news group that knows.
My guess is you are picking up the presence of a neighbours Bluetooth
device, so ignore.

After I posted yesterday I did some more searching and came upon the following...

the Luxor brand. In 2006 Turkish company Vestel acquired the Luxor brand.
Apparently they now sell Smart TVs.
As by default both WiFi and Bluetooth are Off in this house (Mostly cable)
I was wonder how it got into my machine?
Anyway, not important as I now have a handle on what it is.
