IIRC there was an app which made the icon bar inviolate and stopped
windows covering it.
Can anyone rememember what it was & whence it cometh?
The window option in Bot Configuration only has an option for not
covering icon bar whentoogling to full sizebut not when you're moving
things around.

There is something to bring it to the front if it does get covered, a
key combination, Shift/F12. This is now built-in.
The action toggles the situation. Taking the pointer to the bottom of
the screen also brings the icon bar forward.
These existing possibilities may render your request unnecessary.

It looks as if it should be possible: there's Messages files for both the Configure plugin and the module in the source code. From a cursory glance, I think the module will be doing the usual trick of installing the UK file in ResourceFS (presumably so that a territory can place translated copies in a preferential place on disc), so if you poke about in there when the module
is active, you should find a copy to act as a base to work from. It's also
in the source, of course -- although we can't see the source for 2.04.
I'm sure ROD would appreciate a translation, although how one goes about submitting patches to this Open Source project (not to mention keeping translations up to date as development is done) is anyone's guess.
