A Ccouple of Bug Fixes for MPdata+

Hi

My application for keeping tabs on your Member of Parliament for the UK
MPdata+ has been upgraded to version 1.17

New in this version is a couple of bug fixes that only effect new MPs,
the first being that the Maiden Speech button would crash if they had
not yet maid their maiden speech.

The second one is the debates window had buttons that did nothing for
MPs who have spoken or asked written qestions less than 4 times,
