On his iPhone all languages were set in French. After he came back to

You will probably have to create a new Apple ID account with the Dutch
Apple website. The "App Store" is really a collection of country
specific app stores and the one you use is linked to that Apple ID.
Signing in with a new Apple ID for the new country would give you the
corect App Store.
But you could then have problems. You might not be able to update some
existing apps, some function like iCloud syncing would need to be
re-done, etc. It is possible to have different Apple IDs in different
country App Stores (many people do that to get around country
restrictions of where some apps are available), but it's a bit of a
hassle remembering which one goes where and having to keep logging-out
and logging-in.
