In brief, Boot Camp Assistant and Disk Utility can't repartition a drive
with APFS because previously created APFS snapshots are blocking the
resizing of the partition and its APFS container.
The workaround is to disable Time Machine backups, and possibly need to manually delete the local snapshots in Terminal.
I had given up on this so I neglected to follow the conversation.
Anyhow, I did track this down and was able to get Boot Camp Assistant to partition the drive and begin the installation. Unfortunately, that
failed. I removed the partition and started over. Again, the
installation failed. At that point I had already ordered a gaming PC
for Christmas so I said the hell with it!
