    The strips should go away after self test.

    If they don't you will probably find it starts up better if you apply AC
    power to the power adapter before you connect it to the computer.

    You could try changing C21 from 1μF to a higher (maybe 47μF) value as a possible way to make it start up more reliably.

    But basically the problem with it, as it is, is that it needs the
    internal 5V to go very quickly from 0V to 5V at power on or it doesn't
    start up reliably.
