Does anybody use MELP anymore? It's a 20 year old proprietary closed
source algorithm. Most people now use a CELP based solution, as is part
of the GSM standard for mobile phones (e.g. Speex), or a more advanced proprietry vocoder like TWELP or NRV (military) that are much superior
in noisy environments and offer lower bitrates for low-bandwidth situations.
