Hexagon grid, routing protocol of the future ?

Is this algorithm going to work ?:

"A Universal Generating Algorithm of the Polyhedral Discrete Grid Based on Unit Duplication"

I need it implemented, preferably in Delphi, but C/C++ will do as well.
