I was never able to boot USB (Pen) drives on my ThinkPads. However, just a short time ago, I made a DOS pen drive, and I was able to boot it. The trick was that I had the air-boot manager installed from ArcaOS, and from the boot manager, I selected
the external USB DOS drive.

So now, the problem is how to install air-boot without a CDROM or OS/2? {:-)
If you build Airboot from source, it also makes a DOS executable, have
not tried it. According to the manual, it also works on Windows. The
Linux version does not work, misses crucial code.
