    Implement the system following the spec religiously
    Realize the completed system doesn't work very well
    Tough shit, it was built to spec
    Make very expensive cost plus mods to get it working. Sort of.
    Abandon project when Congress gets sick of pouring money down a rat hole.

    Well we took three hits to get to the last stage

    It was important to keep the budget going so it could be bled for other projects

    My last job was in an office of 35 ... only ONE
    other person knew/liked Linux - so that was 33
    full time desktop Winders boxes + some laps to deal
    with. The servers and routers and backup units -
    I made those Linux long back, but the rank and file
    never SAW that stuff. Indeed had to make sure they
    always got the 'Winders experience' or they'd
    get all upset.

    That's reality.
