Spotty signal not able to ack reception reliably so the msg gets sent
again by the carrier?
That makes sense. It doesn't seem to account for F, S, F, S, but that
just reflects how they are displayed, not sent or received. Anyhow I'm satisfied enough that I'm not going to try to rephase the question.
