Charge the drivers with reckless driving and attempted murder.

    Take away their drivers license.

Ban them from having any cell phone capable of texting or watching media.

    No second chances.

If they get caught again, kill them on the spot.

That BTW doesn't even come CLOSE to what AI could already do:

At an intersection it could plot ALL cars approaching that intersection
and on-line, filter out bluetooth, showing car model, license number and
owner ID... all that and MORE within seconds of data access and
analysis. The cop would have it all done for him/her: "arriving in 45
seconds from southwest, gold mercedes van, on-line hand-held since 6
    minutes, Lic# xyz".

let's not be too easy on them :-)

nor forget charging the manufacturers AND legislators
with complicity in mass murder for kickbacks.

I see nothing at that link. It turns out there's actually
no webpage there. There's just a lot of script that produces
unknown results if run, and I'm not in the habit of letting
people like Microsoft run script in my browser.

So, I looked around for a version of the story on a real
webpage. Interestingly, one of the links I came across
has basically the same story... from 5 years ago!
