I just got a Galaxy S10 that is supposedly unlocked. When I started it

with my old phone number with ATT?

I dont' know much but I think that's left over from a previous sim. Yes,
add your sim and I expect it will work, but don't throw away the
previous phone until you're sure.
My free Galaxy phone came from T-Mobile who had it network locked for the
two years it took for the monthly credits to equal the MSRP of the phone.
It used to boot up to a T-Mobile magenta color every day before it was unlocked, and now that it's network unlocked, it still boots to that.
Same will be happening with the OP's phone, depending on what he means by "said" because all over it "says" it's T-Mobile except in the network lock.
