    it was factually established that you WERE arrested, and it was reported

    Defamation is a CIVIL issue, so if you think you have a case, you can
    file in court to bring suit, and YOU (or your legal team) need to do all
    the leg work.

    That depends on the place and time. In some places defamation is a crime
    worth of several years in prison, in others it is no crime at all, and
    laws may vary over time. Laws also vary on what is and what is not defamation.
