Russian Compiler PL/1 for Win32

I'm trying to use the DR PL / 1 for DOS that I found at: https://winworldpc.com/product/digital-research-pl-i-compiler/1x

I can't link, because I get an error in PLILIB.L86.

Can anybody help me?
