    The window of opportunity for free downloads closed on 30th June.

    A copy is likely to be in academic libraries -- probably
    closed currently.

    A google search did not bring up anything, but I did find this:

    http://ftp.math.utah.edu/pub/tex/bib/toc/sigplan1970.html

    which has indexes from 1968 thru 1980.
    I've converted the index to text, to make it easier to search
    for anything related to PL/I, and will post it under a separate
    thread.
