    We can see in G.709 (06/2016) prepublished:

    "The OTUCn signal consists of n interleaved 3824 column by 4 row frames..."

    It seems this is a little bit different from STM-N.

    In STM-N only the payload results from interleaving of the low order payload modules. After the overhead specific to the STM-N is added.

    In OTUCn all the unit results from an interleaving, the payloads and the overheads of the low order units.

    Do you agree?

    Perhaps, the figure 15-2B clarifies the sentence in G.709.

    The OTUCn signal consists of n frames of 3824 columns by 4 rows. The frames are interleaved, except FA OH and OTU OH.

    Is it like that?

    Yes, see also clause 11.3 and figure 11-4 for the OTUCn structure.
