If UBE == Undeected Bit Errors that it will depend on the error
detection method how many bit errors are not detected.
If FEC is used than it depends on the type of FEc how many
bit errors can be detected and corrected in relation to the OSNR.

So there is not a simple way to determine the UBE.

I had to search the internet for the term UBE.
Very difficult to find. It is not in any standards document.
So I expect that it is used by a specific manufacturer.
