I am trying to explain why 15 mins 24hrs chosen as PM counter,
I think this is an optimum time to see the errors as I wrote above,
right?
The bit error rate BER is monitored in order to determine excessive
or degraded service. And consequent actions, like protection
switching.
With the BER the errored seconds ES, severely errored seconds SES
and unavailable time UAV are counted.
The 15 minute and 24 hour bins are for SLA verification and
collect the ES, SES and UAV.
Please read ITU-T recommendation G.7710 section 10.1.3.
