The termination point in the server layer can replace the
failed signal by an AIS signal, this will be detected by the
client layer adaptation function as dAIS and consequently
takes the aAIS action.
The termination point in the server layer can detect the
failure of the incoming signal and can send an SSF signal
to the client layer adaptation funtion which consequently
takes the aSSF action.
