And straight from the Constitution:
'Representatives and direct Taxes shall be apportioned among the several
States which may be included within this Union, according to their
respective Numbers, which shall be determined by adding to the whole
Number of free Persons, including those bound to Service for a Term of
Years, and excluding Indians not taxed, three fifths of all other Persons.'
Now the part about "three fifths" has been rendered moot by the fact
that there are no longer any people "other" than "free Persons" (as much
as a bigot such as yourself might want to bring slavery back)...
...but regardless of whether you like it or not, everyone in the US is a
"free Person" and must be counted.
Trump has no power to declare that illegal immigrants won't be counted.
This is pure political gerrymandering.
