    More rain is forecast for central Texas after the region was
    hit by fast-moving floodwaters on the Fourth of July, leaving
    104 dead and many missing.

    Camp Mystic confirmed Monday it was grieving the deaths of 27
    people and still searching for others.

    Looks like it's going to get much worse. Aside
    from the riverside camps - and there is only a
    minimal idea of who and how many were doing that -
    a large number of homes were drowned or completely
    washed away. They're finding dead people everywhere.
    The early victims may have been washed 25 miles
    downstream and buried in mud. Search crews are
    having to turn over a zillion tons of uprooted
    veggies just to get started.

    Meanwhile there's still rain - the river keeps
    going up periodically, still flowing fast.

    As noted the weather service DID send a series
    of flood warnings of increasing urgency. Alas
    it was a holiday and the worst stuff took shape
    after midnight. Nobody paid any attention until
    the water started coming in the windows.

    There had been discussion in the area about
    installing warning sirens - but the ones on
    the market are VERY expensive, like $50k each.
    They're not sure to really get attention for
    over about three miles - inverse square law
    plus most people shut the house up tight so
    the A/C won't leak out.

    One possible modern fix - DRONES with loudspeakers
    you can send on programmed routes over danger areas.

    By several reports, the camp kiddies weren't ALLOWED
    to have phones. Being 'un-plugged' was part of the
    exercise.

    Now the camp DIRECTOR likely had a phone - but was

    Was he simply asleep ?

    He's permanently asleep now.

    It seems vast quantities of others weren't listening
    either - neither in the various camps or the home
    areas nearby. Everybody interviewed says the height
    of the water was a complete surprise ... and most say
    they didn't know anything was coming.

    I have proposed 'alert drones' - cheaper and more
    versatile than towers with expensive sirens. Have
    them follow pre-defined routes in case of flood,
    more ad-hoc in case of fires or whatever. You WILL
    hear them when they pass over your house.

    Texas voted down enhanced and expanded emergency communications
    systems last year. Many TX legislators are now say than in
    retrospect, they should have voted differently.
