    ICE has no jurisdiction over citizens. As soon as informed the
    man is a citizen, they are required to Cease. And Desist. To deal
    with citizens, ICE has to be accompanied with Marshals or FBI who
    can deal with citizens. And a citizen does not have to prove they
    are citizens.

    That is why this is an expensive and time consuming task. ICE has
    to show up with enough documentation to know for itself.
