What I always found odd was the claim of them "hoarding" guns.

Proving murder would have been difficult in '93. With murder,
intent must be proved. However, manslaughter is possible. I can
definitely see a case for involuntary manslaughter. Though not for
Clinton. And since Reno is dead, prosecuting her is impossible.
