Long flight - Spirit Airlines - No chargers - only HP Stream 11 Windows

Was on a long flight on an Airbus 320 series jet from Spirit Airlines which
I had never flown on before and I found there are no electrical chargers.
No USB outlets. No electrical outlets.
No reclining seats. No seatback entertainment. No seat pouches.
Nothing.
So I used my phone until it was dead, and then a tablet until it was too.
Halfway through the flight realized I had my laptop so I plugged a USB-A
cable into the shut-down folded-closed tiny HP Stream 11 laptop.
But it didn't charge anything via the (shut down) laptop USB-A port.
If I opened the laptop (still shut down) it still didn't charge out the
USB-A port to a phone - but if I booted to Windows 10, then it did charge.
Why?
Is this normal Windows 10 behavior?
Or is this normal HP laptop behavior?
Why doesn't an HP Win10 laptop USB charge when it's folded & turned off?
