That is not worded exactly correctly, but I'm not going to edit it.
Make sure that your settings do not "aggravate" the Clipboard User Service. Notice how in my settings, I am not selecting any fancy services
to encourage it to start. Whether this will help or not, I do not know,
but at least this should be set so the system doesn't try to reinstall something.

I think you may lose Clipboard operation completely if
you disable the parent service.
