I couldn't say just what is up there but it sounds like a port
forwarding or firewall issue. If you keep at it I think you'll get to
    where you want to go.

I've heard that Comcast blocks port 23. My recommendation is to create a port forward from external to internal on something like 2023 or 2323 to translate to 23. Try again.

I have Comcast and no they don't block port 23, they do block the email port tho.

Can you access it from another device behind the router over the local LA ie 192.168.x.x address? I think that'd narrow down the culprits pretty we and give us somewhere to focus
I am able to access as a localhost. Works great thay way.

That's not the same. Here is a possible path of the traffic...

    1. Internet origin
    2. ISP-supplied modem at your house does NAT/PAT to forward the address and port
    3. ISP-supplied modem firewalls/blocks the port
    4. You installed a router and/or wireless AP that does NAT/PAT like step #2
    5. You installed a router and/or wireless AP that does firewalling like step #3 5a. Your wireless AP is doing host isolation and doesn't let wireless clients talk to each other
    6. The server you've installed SBBS on has a host firewall that is blocking the port (this is default behavior on any desktop class OS, including Win10 and Ubuntu)

Accessing telnet localhost/<DEVICE NAME>/127.0.0.1 is inside of all those steps above. So to troubleshoot you need to work backwards.

    1. Works from Localhost?
    2. Works from another client on the same network?
    3. If both of those work then you need to start checking into routing and firewalling
