    We have a user at the ESP.ARGENTINA area that is using Telegram and he seems not to have understood properly the welcome message, and is doing a public reply to Fido2Telebot instead of a private message

    Yes, I believe a small rewrite would do the trick. I can post a suggestion here if needed
